What limits it

Purpose-built, email-key-walled infrastructure: no agent population is observed using it, and the historical cohort has no lineage to it ('ausdata' appears zero times in the export). Adjacency, not connection: AIHW is the known cohort's Australian task family, and this service is the weakest observed signup wall on a task-adjacent source.
